Ethical and FAIR data policies for tsunami warning systems: challenges for Northern Africa

Abstract

This article focusses on community-driven data, ethical open data sharing policies for tsunami preparedness, risk reduction and real-time crisis management. Accurate real-time earthquake monitoring is crucial for decision-making when events might potentially trigger tsunami waves for both near- and far-field case studies. The efficiency of tsunami warning systems is undoubtedly interconnected with the application of the FAIR principles in Geosciences. The research examined case studies in the Pacific (Chile) and in the Atlantic (French Atlantic Coast) which showed the importance of improving computations of real-time automatic seismic solutions with short-band low-cost seismic stations from the Raspberry Shake Community. Preliminary tests of urban noise in Algiers (Algeria, North Africa) using a three-component raspberry shake station are also included in this study. An attempt to explore how data management policies could meet the FAIR principles in Western Mediterranean for Northern Africa is proposed using a multidisciplinary analysis (socio-ethical geosciences) as an outcome of this study. The results highlight the possibilities of harnessing community-based earthquake detection network and FAIR principles in data management to improve tsunami early warning systems and international cooperation in the sciences for disaster resilience.
